T2202 - When should I receive it?

Hi All, I have a case which a student paid $8000 in 2023 to enroll for a new program and for the first semester. However, the student will start his program in April 2024 due to missing a few documents.

Since the payment was made in 2023, the student claimed to his college the T2202 form. The college answers is that only counts when the student starts the program. Is that correct?

Or it should be when you make the payment?

That is correct, you receive the slips when you attend, not when you pay.
