unless I am doing something wrong, for an affiliated group that has one or more foreign entities, when “NR” is entered in the business number field it triggers a huge number of review diagnostics for every form that the information appears on. Can these diagnostics be mass disabled or something?

Unfortunately, no there is no way to turn off or mass disable them. But, these are special types of messages which will not show up in any of the transmissions as outstanding messages so you do not need to sign off on them and they will not prevent you from transmitting any returns in T2.
