Refile - Error code 513

Looking for some help regarding refiling a 2021 return. The refile transmission is being rejected: error code 513 “Only initial returns transmitted electronically and accepted by the CRA for that tax year are eligible for the ReFILE service.”

This is a new client, I did not efile the original return however the initial return was efiled.
Not sure how to resolve this error code? On the refile worksheet, I am having to override the requirement “Was the initial return transmitted electronically” to say Yes. Thinking this may be part of the problem.

I tried refile on a 2022 that I did not do the original on. Same thing happened. The person who did the original did not have a clue what they were doing on a final return, thus the refile. If you have no proof the original was efiled, perhaps it was not really efiled.

If I didn’t prepare and e-file the return I go to CRA and use the “Change my Return” feature.

IMO that is the solution.
