BC provincial tuition credits for student who moved from Ontario to BC

I have a student who lived and went to university in Ontario for four years, and accumulated $22,000 of unused Federal Tuition credits (there is no provincial tuition credit in Ontario). In June 2024 the student graduated and moved to British Columbia - - she lived in BC on Dec. 31, so her province of residence for 2024 is BC. TaxCycle processes a BC-S11 which creates $22,000 of BC Provincial tuition credits for this taxpayer. At first I thought that could not be right because she never lived or went to university in BC - - - but I am coming around to the understanding that TaxCycle may be correct since “The province of residence on Dec. 31 Determines which provincial credits you can claim”… Does anyone know if it is truly correct, that by simply moving to BC a person becomes eligible to claim BC provincial tuition credits based only on their unused federal credits? Yes I believe that is correct but I can’t find a reference at the moment.
