AuthRep Minimum age requirement to sign

Just have a quick question.
What’s the minimum age requirement to sign AuthRep form independently without Guardian or Authorized Representative to file their tax return to report income earned. My question has two parts.
1.Those who are under 19 & have no physical/mental disabilities.
2. Those who are under 19 with mental disabilities.

  2. I would think it would depend if they can understand what they are signing. 16 if so.
