Can the Foreign property reporting section in the Pre/Post season letters be made into a snippet? That way if I choose not to include it it a lot less to delete?

Great idea! I’ll log a ticket. I generally avoid major surgery to the built in letters at this time of year, so I wouldn’t expect it this season. But next year you’ll be golden.
