If you’re using the default templates, the easiest way to do this is to clone the French version of the letterhead and make your changes there. The Papier à en-tête snippet is referenced from all French letters.
I recommend doing this over creating one letterhead in English and trying to apply that the French letters. The above will be WAY less work.
