T2091IND Designation of a Property as a Principal Residence by an Individual - # of tax years

A taxpayer sold their home and purchased a new home in May 2017 then sold the new home in October 2019 (no other property was owned and they lived in the new home the whole time).

A third home was never purchased - they moved back in with the parents.

I would like to enter 3 tax years on line 1 of the form, but is there a reason to put any other number?

In this case, it won’t matter. You would put a different number only if the taxpayer owned more than one house, and wanted to use the principal residence exemption for another property which they still owned.
