I am searching for someone who is knowledgeable in preparing the documentation for a Canadian who wants to get a refund of his tax that was withheld on winnings at a Casino in the US. I do not do this type of work.
This is not actually very difficult to do but the tax payer must have an ITIN (can apply for one with a notarized copy of his passport with the tax return) and some verified losses as only the tax withheld on the gains to the extent of having losses is refundable. So if he won $1,000, had $300 in taxes withheld and has losses of $500 on the casino gambling card then he can get $150 back and not the whole $300.
The IRS does not accept notarized copies of ID. It must be certified by an IRS certifying acceptance agent. Most are already accountants…
Notorized is probably not the right word. Certified copy issued by the passport office will work. But yes - if you can find an IRS certifying acceptance agent in Canada - list is here: Acceptance agents - Canada | Internal Revenue Service I am in Kelowna with no acceptance agents closer than a few hours drive so I send people to the passport office and that works just fine.
The pass office seems to have stopped embossing the certified copy (at lease where I am in the GTA). IRS has been refusing to accept them without the embossing from CIC.
