Correct, if only one parent is paying support they cannot claim. If both are paying, or do a letter they both sign that says parent a pays X, and parent b pays x, for the interest of ease, a pays the difference rather than them paying each other, then the claim can still be made. This letter cannot replace official paperwork from the courts.
